MOCI Activity Codes in Kuwait: How to Choose the Right One (and Fix a Wrong One)
The activity on your commercial licence is the single most consequential line on it. It decides which staff you can sponsor, how quickly a bank onboards you, which tenders you can bid for — and it is chosen in about ninety seconds by most new owners.

Most problems we are asked to unpick a year after company formation trace back to one decision made in a hurry at the start: the activity chosen on the commercial licence. Someone picked the closest-sounding option from a list, or copied what a friend's company had, and it worked fine — until the first technical hire was refused a permit, or the bank asked why a general trading company was invoicing consultancy fees. This guide explains how the classification works, how to choose, and how to fix it if you already got it wrong.
What an activity code actually controls
The activity is not descriptive text. It is a permission, and four separate systems read it:
- MOCI — determines what you may lawfully invoice for, and whether extra approvals from other authorities are required before the licence issues.
- The Ministry of Labour / PAM — matches your work-permit requests and quota against the nature of the activity. Job titles that do not fit the activity get refused.
- The Municipality — checks whether your premises type and location are appropriate for that activity. A food activity in an office-only building will not clear.
- Banks and tender bodies — use it for risk assessment and eligibility. Tenders are frequently restricted to licences carrying a specific activity.
Change any one of those requirements and the activity is what gets re-examined first.

Classifications are detailed, but for planning purposes they group into a handful of families with very different consequences:

How to choose: five questions
- What will actually appear on your invoices? Not your mission statement — the line items a client will pay against. The activity must cover those.
- What will you be doing in year two? Adding an obvious adjacent activity now is cheaper than amending later. Adding ten speculative ones is not — it slows bank onboarding.
- Which roles will you sponsor? List the job titles you expect to hire in the first two years and check they are plausible for the activity.
- What premises will you have? An office, a shop, a warehouse and a kitchen are different classes. Choose the activity and the premises together, never in sequence.
- Does anyone else have to approve it? If a sector regulator is involved, that approval usually governs the timeline of the whole formation.

The four mistakes that cost the most
- Defaulting to general trading. It sounds flexible and is genuinely useful for goods, but it does not authorise services. Companies that invoice consultancy under a trading activity create a mismatch that banks and auditors do notice.
- Stacking unrelated activities "just in case". A licence covering trading, contracting and consultancy at once reads as unfocused to bank compliance and can delay account opening by weeks.
- Choosing an activity your premises cannot support. The Municipality file will not clear, and the licence stalls after you have already signed a lease.
- Never revisiting it. Businesses pivot. If what you sell today is not what the licence says, fix it at the next renewal rather than waiting for a refused permit to force the issue.
How to add or amend an activity
The amendment process follows a predictable order:
- Confirm the target classification and whether it needs another authority's approval.
- Check your premises and lease support it; obtain a Municipality position if the activity is premises-sensitive.
- Prepare the amendment file — licence copy, authorised-signatory documents, lease, partner approvals where the memorandum needs updating.
- Submit to MOCI and settle the fixed government amendment fees.
- Update downstream records: Chamber, labour file, bank, and your invoicing templates.
Step five is the one that gets forgotten. An amended licence that the bank and the labour file do not know about causes exactly the same friction as the wrong activity did.

What is a MOCI activity code?+
An activity code is the classification MOCI attaches to your commercial licence describing exactly what your company is permitted to do — for example retail sale of foodstuff, general trading, management consultancy or software services. Your licence lists one or more codes, and everything downstream is validated against them.
How many activities can one licence have?+
A licence can normally carry several related activities, but they must be compatible with each other, with your premises type, and with the permissions of any other authority involved. Unrelated activities usually need to be split across separate licences or separate entities.
Can I change my activity later?+
Yes. Activities can be added, removed or amended on an existing licence through MOCI, subject to any approvals the new activity requires and to your premises being suitable. Expect an amendment to take longer than a simple renewal because the prerequisites are re-checked.
Why does the wrong activity block a visa?+
Work-permit approvals are matched to the activity on the licence. If you hold a pure trading activity and try to sponsor a role that clearly belongs to a services or technical activity, the labour authority can refuse the permit even though your licence is valid and your quota is free.
Does the activity affect opening a bank account?+
Significantly. Bank compliance teams review the activity to assess risk and to decide what documentation they need. A vague or unusually broad activity set slows onboarding and sometimes triggers additional questions; a specific, coherent activity that matches your business description moves faster.
What does it cost to add an activity?+
MOCI charges fixed government fees for licence amendments, and additional costs can arise if the new activity requires another authority's approval or a change to your premises. Professional handling of the amendment is typically quoted in a range from around KD 100 to KD 400 depending on complexity.
